Based within various localities, you will assist in the provision of a locality wide finance and administration service across a range of functions, including reception services, children and families, community care, justice, management support, home support, housing and property maintenance. You will provide advice and guidance to managers in relation to all Council financial procedures and policies. You will also provide and ensure appropriate systems for the supervision and development of staff, develop and maintain information technology requirements and monitor, control and assist in the preparation of budgets as required. In addition, you will prepare management information as required including statistics, reports and analysis.

An SVQ level 3 in Administration or HNC in Administration, or equivalent, with a minimum of two years relevant experience including experience of developing IT systems and processes and supervision of staff is essential. Experience of working in a finance/administration environment within local government is desirable.

Job Description

Main Duties and Responsibilities

1. Management, supervision, training and development of the administrative team of staff.

2. Maintenance and development of computerised information systems.

3. Provision of information and advice to managers on all matters relating to finance/budgetary control and administration.

4. Provide advice and guidance to managers in relation to all Council financial procedures and policies.

5. Participate in the recruitment, selection and induction of staff.

6. Assist with the debt recovery process within the locality, ensuring adherence to standard procedures.

7. Control the process of creditors payments and ensure accounts are rendered on a regular basis.

8. Analyse and present reports using a variety of IT systems and processes.

9. Assist in the application of the Council's Managing Attendance Policy, providing support and guidance, and undertaking Return to Work Interviews, Formal Attendance Review Meetings, Welfare Meetings etc.

10. Ensure timeous payment of accounts.

11. Compilation and presentation of statistical information.

12. To oversee, organise and liase with internal and external agencies in all matters relating to property maintenance.

13. Undertake such duties and responsibilities required in terms of the Health & Safety at Work Act 1974.

14. To carry out other such related duties, as required.
