Based within various localities, you will assist in the provision of a locality wide personnel (including health & safety) and training service to social work, home support and housing employees. You will ensure that policies and procedures are implemented consistently and adhered to, provide information and advice to managers and employees and organise and ensure the provision of an efficient and effective administrative and clerical support to area team staff in relation to operational and fieldwork services. You will also provide and ensure appropriate systems for the supervision and development of staff, develop and maintain information technology requirements and monitor, control and assist in the preparation of budgets as required. In addition, you will prepare management information as required including statistics, reports and analysis.

An SVQ level 3 in Administration or HNC in Administration, or equivalent, or Certificate in Personnel Practice with a minimum of two years relevant experience, previous experience in supervision of staff and developing IT systems and processes are essential.

Job Share pattern: Thursday, Friday and alternate Wednesday

Job Outline:

To assist in the provision of a locality wide personnel (including health & safety) & training service to social work, home support and housing employees. Ensure that policies and procedures are implemented consistently and adhered to.

Main Duties and Responsibilities:

1. Management, supervision, training and development of administrative staff within the Personnel function.

2. Maintenance and development of computerised information systems.

3. Provision of information and advice to managers and employees on all matters relating to Conditions of Service and employment legislation including recruitment and selection.

4. Provide advice and guidance to managers in relation to all Council personnel policies, e.g. grievance, harassment, discipline.

5. Participate in the recruitment, selection and induction of staff.

6. Monitoring of personnel procedures, systems and standards.

7. Analysis and presentation of absence monitoring statistics and reports.

8. Analyse and present reports using a variety of IT systems and processes.

9. Assist in the application of the Council's Managing Attendance Policy, providing support and guidance, and undertaking Return to Work Interviews, Formal Attendance Review Meetings, Contact Meetings etc.

10. Reporting and maintenance of the service's Personnel database.

11. Compilation and presentation of statistical information.

12. Support managers in undertaking fact finding investigations.

13. Undertake such duties and responsibilities required in terms of the Health & Safety at Work Act 1974.

14. To carry out other such related duties, as required.
