Based in Newarthill Library, you will be responsible for prioritising and supervising the daily non-professional workload. This includes, supervising, and carrying out as required, library counter operations, operating the library management system, and preparing and operating staff timetables. Working closely with library assistants and professional staff you will ensure that the library provides a high quality service to all customers.

You must possess an appropriate Library and Information qualification such as a HNC in Library and Information Science, or equivalent, but if you are currently studying for a HNC Library and Information qualification you will be considered. Ideally, you should also have at least 2 years public library experience and some experience in supervising staff. You should be customer focused with an outgoing and enthusiastic personality.

This is a temporary post for up to 6 months.

The successful candidate will be subject to a criminal conviction check through Disclosure Scotland.

Job Description

Job Outline:

1. Prioritising and supervising the daily non-professional workload taking account of the general requirements of the service, the requirements of the professional staff as specified and specific targets set.

2. Preparing and operating staff timetables and rotas to ensure that all requirements are satisfactorily met.

3. Advising on any problems regarding daily staffing levels in order that relief staffing can be arranged or revised targets set, as appropriate.

4. Supervising and monitoring the performance of library assistants and taking corrective action as required, monitoring sickness absences and referring disciplinary matters in accordance with relevant procedures.

5. Carrying out staff training in non-professional procedures as required.

6. Supervising, and carrying out as required, library counter operations to ensure that all systems including circulation control, are being correctly operated and that direct customer services including membership procedures and telephone enquiries are provided efficiently and in accordance with departmental procedures.

7. Carrying out keyholding duties, including opening and closing buildings, alarm call-outs and liaison with police etc. as required.

8. Ensuring that sound customer care practices are implemented and that all customer enquiries including comments / complaints, Points of View and other relevant procedures are competently dealt with and/or referred to professional staff as appropriate.

9. Ensuring that Open Learning duties are efficiently carried out, including dealing with enquiries, bookings, sessions, enrolments and basic computer instruction with Open Learners.

10. Ensuring that all bookings are processed and that appropriate procedures for the hire of library premises implemented in accordance with Departmental Procedures.

11. Supervising the efficient operation of the Arts and Entertainment's Box Office function within the library.

12. Supervising the routine operation of the reservation system including reservation procedures for items in stock and standard bibliographical checking for other items as specified.

13. Ensuring the security of stock, particularly new stock and deliveries.

14. Bringing forward to the Librarian or community Librarian as appropriate recommendations and comments on procedures and operational matters.

15. Ensuring that all additions, withdrawals and transfers from stock are efficiently and accurately processed, including appropriate catalogue amendments and invoice checking.

16. Ensuring that any movement of library stock away from public access is kept to the minimum to achieve maximum availability of stock to users.

17. Ensuring that the premises and equipment, including all notice boards, are kept clean, neat and tidy in appearance and in accordance with procedures and that any repairs required are reported without delay and that any necessary immediate remedial action - e.g. preventing access to unsafe areas - is carried out.

18. Ensuring that stock, premises and equipment are kept secure; operating security and alarm systems as required, including fire alarms, security alarm, stock security system and CCTV system.

19. Ensuring that stock is always well presented on shelves/racks and that the appropriate shelving sequence is maintained at all times.

20. Ensuring that library stock is kept well maintained, that any necessary cleaning and repair is actioned in good time and/or referred for binding consideration as appropriate.

21. Ensuring that the library shop sales items are adequately stocked and are actively promoted for sale and that all required returns are made within the specified timescale.

22. Ensuring that library promotional activities, including the delivery of storytime sessions, are carried out as required.

23. Ensuring that all income due to the Council is recovered in full and ensuring that all cash handling procedures are correctly carried out, including petty cash procedures, preparation of invoices for payment and reporting of accounts due as instructed.

24. Supervising the production of overdue notices according to procedures and ensuring the efficient processing of overdue queries according to procedures.

25. Carrying out general office duties, including filing, photocopying and distributing materials as required.

26. Operating the various computer systems within the Libraries and Information Section as instructed, including input of data and generation of standard reports. Assisting users with access to computer equipment and services as required.

27. Interviewing for surveys as required.

28. Ensuring that adequate stocks of stationery and stores are maintained.

29. Maintaining and providing appropriate statistics as required.

30. Preparing salary and wages sheets and staff reports as required.

31. Fostering a good working relationship with other Departmental staff in furtherance of the aims and objectives of the Department, including participation in Working Groups and meetings as required.

 

 32. Adhering to all Departmental and Council procedures, including health and safety duties and procedures as required by the Health and Safety at Work Act 1974.

 

33. Carrying out other such duties as may be required.
