Based in Motherwell, you will be responsible for the development and delivery of the "Lanarkshire's Working" promotional campaign. This initiative is designed to engage unemployed residents of North Lanarkshire, encouraging them to re-enter the labour market. The campaign will promote the range of employability services available in the area and the benefits of employment and training.

You will be able to demonstrate effective marketing skills and have experience in developing and delivering brand marketing and PR campaigns. You will have experience working in a partnership environment and in managing contractors.

You must be an excellent communicator and possess the ability to develop and apply innovative marketing approaches. The ability to produce work to a high standard within tight timescales is essential.

You must possess a degree in a marketing discipline and/or relevant experience in marketing and communication activity.

Job Description:

The postholder will report to the Employability Services Team Leader and will be responsible for the development and promotion of the Lanarkshire's Working campaign and other associated promotional activity to support the delivery of the North Lanarkshire Partnership Integrated Employability Framework.

Main Duties and Responsibilities:

Partnership

1.To work with the members of the North Lanarkshire Partnership to develop a positive and effective working relationship to address the promotion of training & employability initiatives.

2. To develop and deliver a promotional strategy to ensure the positive    messages of job opportunities and the training and support available to   access these is widely understood and responded to by Lanarkshire    residents.

 

3. To develop and deliver a 2 year Marketing Strategy on behalf of the North  Lanarkshire Partnership for the promotion of the employability services in Lanarkshire.


4. To develop and deliver a promotional strategy to highlight the positive benefits of work and ensure that these benefits are strongly promoted to all partners in  the public, private and voluntary sector engaging with the workless residents of Lanarkshire.
           
5. To work in partnership with all North Lanarkshire Partnership and the private sector to ensure a positive and consistent message about employment  opportunities is developed and delivered at all levels across Lanarkshire.

Promotion

6. To develop and deliver a range of promotional activity including advertising and public relations, producing briefings and reports to deliver the Lanarkshire's Working message to the two key audiences:- workless   residents and professional intermediaries.

 

7. To provide a Marketing Service for all partners within the North Lanarkshire  Partnership in the promotion of the toolbox in the integrated Employability Framework Model.

8.  To ensure all activity is delivered effectively to meet the targets set in the  project outline for European Regional Development Fund.

9.  To liaise with the Employer Liaison Service to co-ordinate job opportunities  and integrate them into ongoing promotional activity.

10. To manage sub-contracts of external consultants to ensure the effective delivery of the project e.g. Public Relations Agency

11. To design and implement a monitoring and evaluation framework for the  Lanarkshire's working campaign.

12.  To produce a 2 year action plan detailing targets, activities and resources   throughout the life of the project.

13. To co-ordinate the arrangements for and participate in the meetings of the   Lanarkshire's Working Steering Group and to prepare regular management  reports for the Group on the progress of the project and strategic issues  arising from activity.

14.  To manage the process of appointing consultants, awarding contracts or other project expenditure in accordance with the Council's Standing Orders and  Financial Regulations and consistent with EU requirements.


Functional

15. To receive and monitor 4 weekly financial transaction reports to ensure  project expenditure is on target and take appropriate remedial action to address any over or underspends.

16. To liaise with the Team Leader on the financial management of the project, to ensure that expenditure is planned and effected within agreed timescales and provide update budget reports to the Lanarkshire's Working Steering Group.

17. To represent the Head of Regeneration Services on such bodies as may from time to time be stipulated.  For example: conferences, seminars, working parties and public inquiries.

18. To ensure that employees and/or any outside bodies under his/her control comply with the Services or their own Health and Safety at Work      procedures and any relevant legislation and to ensure that safe systems of work are used at all times.

19. To carry out such duties and responsibilities as are required from time to time  by the Head of Regeneration Services.
