Summary of our Service
North Lanarkshire Council is the fourth largest Local Authority in Scotland, and the Environmental Health Service is located within Environmental Services. The Environmental Health Service has a total budget of £1.8 million, and provides housing regulation, public health regulation, pollution control,pest control, dog warden and environment protection services for the council. The service is manged on an area basis by the Public Health and Housing Manager, the Environmental Protection Manager, the Pollution Control Manager and Senior Environmental Health Officers and there is a total staff compliment of 53. The Public Health and Housing staff operate from two office locations, and the Environmental Protection and Pollution Control staff have a single base.
Performance Targets
The Environmental Health Service set precise and measurable standards for the main elements of our service that reflect the needs, expectation and rights of our customers and the general public. The standards which we set are outlined in our operational plan, agreed by committee. The standards which we set ourselves have to be demonstrated to be challenging and are improved each year. These standards and our past performance are discussed with our customers at our annual 'Have Your Say' day. North Lanarkshire Council is one of the best performing councils in terms of indicators when compared with other councils in the central and east of Scotland benchmark group.
During 2008/09, Environmental Health will aim to:
- Carry out 90% of inspections to premises classed as high risk within the required time scale.
- Respond to 87% of public health service requests within two working days
- Respond to 87% of private sector housing requests within two working days
During 2008/09, Environmental Protection will aim to:
- Respond to 96% of pest control requests for service classed as high risk within two working days
- Respond to 97% of stray dog reports within one working day.
- Remove 98% of abandoned vehicles within 14 days.
- Introduce Litter Control Areas covering 2 industrial estates within North Lanarkshire.
- Maintain the education and voluntary vehicle emissions testing programme.
- Ensure a compliance rate of no smoking within designated premises of 99%.

Performance is monitored monthly, quarterly and annually through different reporting mechanisms within the council.
Past Performance
During 2007/08 Environmental Health:
- Carried out over 87% of inspections to premises classed as high risk within the required time scale.
- Responded to over 96% of public health service requests within two working days.
- Responded to over 96% of private sector housing service requests within two working days
During 2007/08 Environmental Protection
- Responded to over 99% of pest control requets for service classed as high risk within two working days.
- Responded to over 99% of stray dog reports within one working day.
- Removed over 98% of abondoned vehicle reports within fourteen days.
- Respond to 100% litter reports within two working days.
- Developed and implemented a programme of vehicle emission testing at 3 sites within North Lanarkshire.

Customer Questionnaire Results
The results of October - December 2007 customer questionnires for Environmental Health Planned Inspections found 95% of businesses were satisified the inpection was carried out in a professional manner.
The results of the October - December 2007 customer questionnaires for Environmental Health found that 83% of customers were satisfied with the overall service provided in respect of their enquiry.

'Have Your Say'
In spring 2006 we hosted a 'Have your Say' event to give you the opportunity to tell us what you really thought about our services and to share your experiences, good and bad, with us. Our staff were on hand to answer any questions, or to hear any issues or concerns you had.
In August 2008 we are hosting another' Have Your Say' event. The main topic for discussion in August is the Pest Control Service delivered by North Lanarkshire Council to the residents of North Lanarkshire.
