Supporting People Plan - Legislative, National & Local Policy Context

This Plan reflects the priorities of:

  • Housing (Scotland) Act 2001.
  • Homelessness Task Force and Homelessness Act (Scotland) 2003.
  • Community Care and Health (Scotland) Act 2002, Joint Future Agenda and Direct Payments.
  • Free Nursing and Personal Care.
  • Regulation of Care (Scotland) Act 2001.
  • Scottish Executive's: A Scotland Where Everyone Matters.
  • Communities Scotland's Clydeside and Lanarkshire Housing Market Context Statements.
  • Greater Glasgow and Lanarkshire NHS Boards' Homelessness and Health Action Plans.

Local Strategic Framework

The strategic planning for Supporting People is integrated with other key plans and the wider strategic planning framework. The Housing (Scotland) Act 2001 requires local authorities to undertake an assessment of housing needs and conditions in their area and produce a Local Housing Strategy (LHS) covering the provision of housing and related services.

This Supporting People Plan is part 2 of the Local Housing Strategy. This Plan complements the same aims as other North Lanarkshire Council Plans and Strategies such as the:

  • Community Plan.
  • Corporate Plan
  • Local Housing Strategy
  • Joint Community Care Plan
  • Homelessness Strategy
  • Children's Services Plan
  • Social Inclusion Strategy
  • Domestic Abuse Strategy

The North Lanarkshire Community Plan and the Council's Corporate Plan's have overlapping key themes. These are outlined as:

  • Improving Health, Well Being and Care.
  • Promoting Social Inclusion.
  • Improving Housing and the Environment.
  • Promoting Community Safety and Development.
  • Stimulating Business and the Economy.
  • Encouraging Lifelong Learning.

The Supporting People initiative, therefore, has an important and integral role to play in the Council's priorities. The objectives and actions identified in this Plan flow from the Council's priorities particularly around improving health and well being, social inclusion, improving housing, community safety and stimulating the economy.

Equal Opportunities

The planning and delivery of housing support services in North Lanarkshire embrace the principle of equal opportunities, following the lead of the Council's Corporate Equal Opportunities Policies and Race Equality Scheme. This means that North Lanarkshire Council will strive to encourage equal opportunities and diversity, responding to the different needs and service requirements of people regardless of sex, race, colour, disability, age, creed, marital status, ethnic origin, sexual orientation or gender re-assignment.

North Lanarkshire Council aims to ensure that we meet the broad definitions as outlined in the Race Relations Act (amend.) 2001, Disability Rights Act 1995, the Sex Discrimination Act 1975, Human Rights Act 1998 and Housing (Scotland) Act 2001.
