North Lanarkshire is covered by a range of statutory development plans. The current Structure Plan is the 1995 Strathclyde Structure Plan as modified by the Secretary of State in 1997. A new Structure Plan for Glasgow and the Clyde Valley has been prepared and submitted to the Scottish Ministers, who issued Draft modifications in February 2001. Local plan coverage consists of eleven adopted plans. However, over time, it is intended that this is rationalised.
North Lanarkshire Council considers it important that a strategic planning perspective is developed for its specific geographic area. This can serve a number of purposes by:-
- Providing a land use framework that reflects the principles of the
- North Lanarkshire Community Plan and Draft Corporate Plan;
- Interpreting the implications of the Glasgow and Clyde Valley Structure Plan for North Lanarkshire;
- Demonstrating the linkages between land use planning and the Council's Local Transport Strategy;
- Giving guidance to the preparation of statutory local plans on issues where a common approach is desirable,
- Providing a context within which opportunities for partnership working and development funding can be facilitated.
The framework thus sets out:-
- A vision for North Lanarkshire in 2020;
- An analysis of the economic, social and environmental context affecting land use in North Lanarkshire;
- The background planning policy at European, National and Structure Plan level;
- A strategy for land use in North Lanarkshire;
- The components for delivering the strategy across North Lanarkshire :-
- The North Area
- The Rural East
- The Urban West
It is intended that this Draft Framework will be the subject of consultation with North Lanarkshire's communities and with partner organisations who have an interest in land use planning. The results of this consultation will be used to prepare an Action Plan which will identify the partners to be involved in delivering the strategy, the resources required and the timescales for implementation.
The Strategic Development Framework is a non-statutory document. It is not intended as a replacement for any part of the Structure Plan or any of the Local Plans covering North Lanarkshire. However, it does provide policy guidance which may be regarded as a material consideration in determining planning applications.
As it is not subject to statutory procedures the Framework can be used to provide policy guidance where an urgent response is required. It can, for example, provide a mechanism for identifying strategic development sites to meet requirements set out at a national level or through the Structure Plan. It also provides the capability for the Council to respond to changing circumstances such as opportunities for partnership activity or for development funding. Any proposals which emerge through the Framework can be subsequently incorporated within the appropriate statutory plans as soon as is practical.
