Performance Report 2002-2003

We're delighted to present North Lanarkshire Council's third annual Performance Report.

In the report you'll find highlights of the council's progress in 2002/2003. We show you where the key developments have been, what we've achieved on your behalf and where we need to make further improvements.

While local residents have seen and experienced real service improvements, a great deal of work has gone on behind the scenes over the year which will only become apparent in the years ahead and will make an enormous difference to the daily lives of local people.

As well as taking the lead, along with our partners, in finding effective solutions to local challenges, we also responded to a number of national developments and made a positive contribution to their success.

While the Scottish Executive provides most of the funding, success of these national initiatives depends on effective delivery by the local council. In North Lanarkshire, the council investing some of its budget in these same priorities to maximise the benefits for local people boosted this further.

Financially the council delivered on its commitments set out for year two of the financial plan, injecting an extra £27 million in the revenue budget to improve priority services while pegging council tax increases at 3.5% and rent increases at 4%.

2002/2003 was the final year of the council's four-year term before the elections took place in May 2003. We would like to take this opportunity to thank all elected members and all employees for their continued commitment and pay tribute to their contribution over the four years.

Our second Residents' survey was conducted at the end of the year and the information we get from this will prove invaluable in shaping future services that meet the needs of local people and match their priorities. One certainty is that we'll continue to drive forward our agenda for improvement and Best Value to ensure that we provide the best possible services for North Lanarkshire now and in the future.
