Introduction
North Lanarkshire Council is the local authority for the whole of North Lanarkshire and has its headquarters at Civic Centre, Motherwell ML1 1TW. The Council is responsible for the full range of local authority functions throughout North Lanarkshire, and knows the importance of providing as much information as possible about the work it does and the services it provides. For that reason, while all local authorities have a legal duty to provide information in areas such as planning, housing, education and the environment, North Lanarkshire Council publishes, in addition, a wide range of other information and does so in a variety of ways including the web site, publications, newsletters, posters and, in some cases, by making the information available for inspection.
The Freedom of Information (Scotland) Act 2002 provides the public with new rights to obtain information from Scottish public authorities such as North Lanarkshire Council. The general effect of the Act is that, from January 2005, when the Act comes into full force, any person who requests information from a Scottish public authority is entitled – with very limited exceptions – to be given that information. North Lanarkshire Council aims to comply fully with its obligations under the Act.
