Waste management practices in Scotland are about to undergo the most radical changes that the country has ever seen. The role which Local Authorities will play in this process will be important and North Lanarkshire Council intends to play a full part in assisting to deliver the necessary changes.
Effective strategic planning will be required and this document will help to set the scene for the role which the Council will play.
The Council published its Local Agenda 21 Strategy in May 2002, fulfilling the Council's duty to draw up a strategy for sustainable development. The Local Agenda 21 Strategy highlights some of the other key strategies which support sustainable development, including the National Waste Strategy. The sustainability principles guide within this document indicates that, in relation to waste management, it will be necessary to minimise waste by re-use, recovery or recycling and to encourage a reduction in the use of packaging materials. It will also be necessary to secure arrangements for the safe management of waste in the most economic and environmentally acceptable manner and to dispose of residual waste in a manner which has a minimal effect on the environment.
The Local Agenda 21 Strategy indicates the Council's intention to set indicators for sustainable development and to report on these regularly. Targets will be set in future and up-to-date information will be available on NorthWeb, the Council's website. The key waste indicators which will be reported are; quantity of municipal waste to landfill, household waste generated and domestic waste recycled.
Many challenges and opportunities lie ahead as the Council develops and implements its waste management strategy. In the process the Council will seek to build on existing partnerships and develop new ones. The aim is to continually develop and improve waste management practices and arrangements which will best serve the citizens of North Lanarkshire and contribute effectively towards sustainable development.
