Developing a framework for managing access forms a key component of the strategy. This explores the mechanisms appropriate for implementation of the strategy:
- A North Lanarkshire-wide Public Access Forum will help to establish a partnership approach to access planning and development in the area.
- Local Access Groups should be established, as a means of ensuring that local communities, user groups and land managers have a direct say in how the strategy is implemented.
- It is critical that the strategy is properly integrated with wider policy making frameworks, particularly the statutory planning process, and the North Lanarkshire's Local Transport Strategy.
- Structures for the ongoing monitoring and review of the strategy should be developed. North Lanarkshire Council, The North Lanarkshire Public Access Forum and Local Access Groups each have a key role to play in delivering this.
- Implementation will only be sustainable if it is undertaken through partnership working Furthermore, inclusion of people who might otherwise be socially excluded can help to ensure that the strategy has a positive impact on the everyday lives of those who are most in need.
Development of an appropriate framework for managing access is an essential prerequisite for realising the aims of this strategy. North Lanarkshire Council has already started to work towards establishing a base from which access can be developed. In particular, the establishment of an access working group and the recent appointment of two access officers for the area represents an important move towards more proactive management of access in the area. Building on this progress, this section of the report describes the structures and tasks that are required to implement the Access Strategy. Drawing from good practice, the section also explores some of the mechanisms that may be appropriate in undertaking these tasks. The following mechanisms are included:
