In implementing the strategy, it is critical that the potential costs associated with access planning, management and development are taken into account. The final section of the strategy sets out a framework for evaluating costs as they arise. The range of costs associated with staff time, capital expenditure and revenue for maintenance are outlined for the strategy as a whole. These costs are intended to be used for indicative purposes only. They have been broadly estimated on the basis of more detailed research which is being carried out in parallel with this study.
The second part of this section considers ways of effectively managing and accessing resources, taking into account the current situation within North Lanarkshire. The need to work in partnership with agencies, particularly those with a remit relating to economic development, environmental regeneration, health and social inclusion, is emphasised.
This section of the strategy considers the range of potential costs likely to be incurred by the council in implementing the Access Strategy. The costs are based on estimate of how much it would cost to plan, establish and maintain a core path network in North Lanarkshire. Clearly, assigning precise figures to complex management structures would be inappropriate, and as a result all figures presented here are for comparative and indicative purposes, as opposed to providing a more definite steer on resource allocations. However, it is worth considering the range of components that have to be taken into account in assessing costs. The second part of this section considers how appropriate management approaches might be established to access resources to support the implementation phase. Finally, indicative costs for planning, establishing and maintaining a core path network in North Lanarkshire are outlined.
