 Glasgow and Clyde Valley Replacement Structure Plan

North Lanarkshire is within the Glasgow and Clyde Valley Replacement Structure Plan Area.  A consultative draft of the plan was produced in October 1999.  The following policy commitments to access are included within the plan:

  • Schedule 2a of the plan sets out a hierarchy of accessibility in order of preference to be taken into account in development control decision making (as part of Policy 2A the Strategic Management of Travel Demands).  Walking is the most preferred option, followed by cycling.  The schedule goes on to state that "all development should be linked to the existing or potential strategic walking and cycling networks."  In addition, the supporting text to this policy (as defined in para 6.1) notes the importance of access and ease of movement for people and goods across the area.  Interestingly it makes explicit links with the social inclusion agenda, noting that dominance of access by private car can reinforce patterns of exclusion.
  • In less direct terms, Strategic Policy 8B sets out the criteria against which all significant development proposals will be assessed. Minimising the need for use of the private car is included.

A96 Strategic Policy 7 sets out the need for an Indicative Countryside and Rural Strategy.  This includes potential for linking 'green lungs' with path networks as an integral part of the Green Network.
