This is the first Single Outcome Agreement for North Lanarkshire. It represents the shared ambitions of the North Lanarkshire Partnership and lays a firm foundation on which we will build our community planning for the future.
The development of our SOA is based on the 15 key national outcomes agreed in the Concordat linked to the Scottish Spending Review 2007.
The final version of the Council's Single Outcome Agreement was submitted to the Scottish Government on 19 June 2008 and agreement was reached on 30 June 2008. Fiona Hyslop, Cabinet Secretary for Education and Lifelong Learning, will be visiting the Council towards the end of July to formally sign our agreement with the Leader of the Council. The SOA is therefore now operational for financial year 2008/09 and covers the 3 year period up until 2010/11.
The SOA signals a fundamental change to the relationship between central and local government and will hopefully allow us in North Lanarkshire to deliver real changes with real results. The move towards an outcome based approach is new to local government and will continue to evolve as we build on our existing processes for involving partners and engaging our communities, to ensure their interests are reflected in the future development of SOAs.
