Local Agenda 21 A Properous Economy

Changing Gear is the Framework Strategy for Economic Development in North and South Lanarkshire. Through the strategy, partners hope to generate wealth and incomes for Lanarkshire through a diversity of enterprises and industries which offer a flow of employment opportunities for people supported by a flexible and pro-active public sector. It aims to make Lanarkshire an attractive, clean and secure environment where people want to be, encouraging personal fulfilment, leisure and healthy living.

Derelict Land Strategy is aimed at bringing redundant, contaminated and derelict land and buildings back into use. Its strategic objectives are to:

  • To enhance Lanarkshire as one of the best locations in Scotland and as a key European location for inward investment and re-investment.

  • To ensure that Lanarkshire continues to anticipate and meet the property, land and infrastructure needs of start up businesses and those in our key sectors.

  • To make urban Lanarkshire vibrant, safe and accessible to residents and visitors.

  • To improve the quality of life in rural Lanarkshire by making it more accessible, sustainable and an integral part of the wider economy.

Contaminated Land Strategy

The Contaminated Land Strategy identifies contaminated sites and establishes responsibilities for the remediation of the land and ensures this remediation work is carried out. The Council has undertaken a study of contaminated land in North Lanarkshire and will produce a list of priority sites for treatment.

Glasgow and Clyde Valley Structure Plan

This statutory planning document sets out a common vision for the future development of land across the Glasgow and the Clyde Valley metropolitan area. It has prepared by a Joint Committee on behalf of the eight participating Councils, including North Lanarkshire in accordance with emerging government guidance and advice. It sets out a broad strategy for long-term growth and renewal based upon care for the environment and, once approved will be a key influence on the content of more detailed local plans for each locality within the Structure Plan area.

The Plan seeks to enhance the well-being and quality of life of those people who live, work or visit the metropolitan area through balanced and sustainable development of its communities. This requires greater emphasis on urban renewal and regeneration and the protection of the areas environmental heritage. The Plan contains the following inter-related aims.

To increase economic competitiveness: The Plan identifies new development opportunities to meet the needs of new and expanding businesses and improve the attractiveness of the area for investment.

To promote greater social inclusion and integration: The Plan promotes a better distribution of employment, community facilities and housing for individuals, particularly those living in disadvantaged areas.

To sustain and enhance the natural and build environment: The Plan not only protect the environment but also promotes major improvements to the natural and built environment, particularly through re-use of vacant, derelict and underused land and buildings and sustainable use of natural resources.

To integrate land uses and transportation: The Plan requires improved access to and between work, home leisure, shops and education, particularly by public transport, and an increase in the proportion of goods moved by rail.

NLC Strategic Development Framework

While the Joint Structure Plan establishes strategic policies and proposals for the wider Glasgow and the Clyde Valley, the Council has produced a planning strategy that interprets the implications of the emerging Structure Plan for North Lanarkshire. It also provides a framework which reflects the principles of key Council documents such as the Corporate Plan, Community Plan, Local Transport Strategy and Social Inclusion Strategy. The Strategic Development Framework will be used to influence the content of emerging local plans and will help to provide a context within which opportunities for partnership working and development funding can be facilitated.

The Land Use Strategy contained within the Strategic Development Framework seeks to:-

  • Accommodate improved economic performance
  • Promote continued regeneration of existing settlements
  • Protect valued environmental resources
  • Integrate land use with transportation and other infrastructure requirements
  • Commit to achieving design quality throughout the planning process

Local Transport StrategyThe aims of the Local Transport Strategy tie in closely with those of Local Agenda 21 and aim to ensure that transportation plays its part in helping to achieve:-

A healthy society where individual choice and lifestyle encourages health, safety and community well-being in a pleasant and attractive environment.

An inclusive society where everyone has equal access to opportunities, facilities and resources and individuals participate in shaping the policies affecting them.

A prosperous society where economic development and regeneration support sustainable growth for the long term.
