Introduction

Cllr McCabe welcomed all to the meeting, particularly Superintendent David Barr who was representing Chief Superintendent Neilson and Michael O'Neill, the Council's Director of Education who leads the Learning through Life theme.

Minutes of the Last Meeting

These were agreed as an accurate record.

Matters Arising

There were no matters arising.

Item 1: Learning through Life

Michael O'Neill, the Council's Director of Education gave a presentation (copy attached) on the progress being made with the Learning through Life theme. He updated the board on the measures that are being taken to meet the NLP's long term aims.

The Chair thanked Michael for his presentation and the Board noted the position.

Councillor McCabe raised the issue of inviting the Further Education Colleges in North Lanarkshire to be represented on the NLP Board.

Following discussion it was agreed that college principals are written to offering a place on the Board representing Further Education in North Lanarkshire.

Item 2: NLP Community Engagement Strategy and Action Plans

Sandie Mackay tabled a copy of the summary NLP Community Engagement Strategy and Action Plan for consideration by the Board. She advised on the work being carried out by the NLP Officers group to develop the action plan and advised that it would be complete by mid February and the finalised document would be brought to the next Board meeting.

Liz Connolly noted that the business community is not mentioned in the summary document. Sandie Mackay advised that this was an oversight and would be included in the finalised document.

Item 3: Community Budgeting Pilot – Chronic Disease Management (CDM)

Iain Hair outlined the work of the pilot on Chronic Disease Management which was completed in September 2004. This work was funded by the Scottish Executive Community Budgeting monies and the pilot was undertaken in the Cumbernauld area.

CDM is one of the health service priorities nationally and across Lanarkshire and this pilot allowed NHS Lanarkshire the opportunity to demonstrate how service delivery can be improved by 'joining up' services at a local level.

Given the importance of this work and the links to 'A Picture of Health' it was agreed that a progress report from NHS Lanarkshire is brought to a future meeting of the Board.

In addition it was agreed that the report be considered by NHS Lanarkshire Board and that the report should be submitted to the Scottish Executive for their consideration.
