Introduction

Councillor McCabe welcomed all and commenced the meeting by congratulating Chief Superintendent Neilson on his promotion to Assistant Chief Constable. He also welcomed the appointment of Chief Superintendent Anne McGuire as Divisional Commander for 'N' Division who would represent Strathclyde Police at future Partnership Board Meetings. As Cllr McCabe had to leave, Cllr Smith assumed the chair.

Matters Arising

Audit Scotland Baseline Review of Community Planning

S Carey informed the Board that, as suspected, NLP has been selected by Audit Scotland for the next stage of the Baseline Review. This would involve in-depth interviews last week in June and first week in July 2005 with a range of Partner representatives . Approximately 1 hour required by Audit Scotland for each. An Agenda will be sent in advance to show the areas which will be covered in the interviews. Board and Officer Group members will be contacted regarding availability in due course.

Item 1: Local Area Partnerships: 'Building Better Services'

G Whitefield spoke to the paper which proposed creation of 6 Local Area Partnerships (LAP's). The paper outlined background to the Community Planning process and its aims of:

  • achieving better partnership working with consistency/best practice across the 6 area partnerships
  • rationalisation of existing structures providing and greater links between our strategic objectives and local priorities

He also discussed:

  • Expansion of existing Area Committees
  • Expansion of their remit and the potential resources that could be available in the future
