Welcome

Councillor McCabe welcomed all to the meeting, particularly to Jim McGonigle, Jobcentre Plus who replaces David Collie on the NLP Board; to Gerry MacMillan who has been seconded to the Community Regeneration Unit from Strathclyde Fire & Rescue; and to Rosalyn Griffith, recently appointed Community Engagement Officer for the Motherwell area.

Item 1:             Apologies

Apologies were received from – Councillor Jim Smith, Ken Corsar and Stephen Kerr, NHS Lanarkshire; Crawford Kirkwood, Voluntary Sector; Roger Popplewell, Communities Scotland; Pamela Woodburn, Scottish Enterprise Lanarkshire; and Gregor McKenzie, NLC

Item 2:             Minutes of the last meeting (5 September 2008)

Agreed as an accurate record.  In relation to Item 4 of the previous Minutes, Gavin Whitefield spoke to the sustainability reviews currently ongoing and the impact on temporary posts – 1,200 of which within the Council are linked to short-term funding.  Attempts will be made for some posts to be reconfigured/re-aligned. A limited number of posts may not be sustainable beyond 1 April 2008 and in that case, attempts will be made to re-deploy temporary staff.  Confirmation on funding beyond March 2008 is currently awaited and should be received from the Scottish Government around November 2007.

Item 3.             Matters arising

Citizens' Panel   - consideration had been given to undertaking a joint survey of the Corporate/Community Plans and Community Safety/Antisocial Behaviour.  It has been proposed to undertake focus groups to consult on Corporate/Community Plans and Community Safety/Antisocial Behaviour rather than undertake lengthy surveys which could result in delays.

Anne McGuire confirmed that this was a suitable compromise.
