Councillor McCabe welcomed all to the meeting, particularly to Kenny Moffat, Director of North Lanarkshire CVS, and to Alistair Crichton, Director of Finance NLC and Gabrielle McElhinney, Senior Accountant, NLC Finance

 

Item 1.             Apologies

 

Apologies were noted from Tim Davison and Colin Sloey, NHS Lanarkshire, Crawford Kirkwood, NL Voluntary Sector, Nicky Munro, Scottish Executive, Liz Connolly Scottish Enterprise Lanarkshire, Sandie Mackay and Councillor Jim Smith, both NLC.

 

Item 2.             Minutes of the last meeting (24 January 2007)

 

Agreed as an accurate record.

 

Item 3.             Matters arising

 

Best Value – The meeting was advised that the audit of Best Value had been delayed.  The timescale will now be:

 

June 07 – formal arrangements being put in place.

June  07 –  information issued to partners.

Mid-September/October 07 – inspection will take place.

 

Action:  Council to prepare information for partner agencies.

 

Item 4.             Summary of Community Planning Audits

 

Mary Castles provided an update advising of some of the key findings arising from the Audit of Best Value and Community Planning which had been undertaken across Local Authorities in Scotland.  The report provided a summary of recommendations for improvements from 4 sample local authorities. Recommendations include:

 

- Strengthening links between Community Plan and Corporate Plan

- Streamline structures and agreeing fewer strategic outcomes

- More effective leadership by senior managers and elected members

 

The information provided will be useful to assist the partnership as they prepare for the Best Value Audit.

 

The Board noted the contents of the report and the areas for improvements identified for other authorities, and agreed that the NLP Officers Group will drive this matter forward with assistance from the partnership.

Item 5.             Voluntary Sector Strategy

 

A presentation on the Voluntary Sector Strategy was delivered by Kenny Moffat, Director of CVS North Lanarkshire. The strategy covers the period 2006-2008.   The meeting heard that on 5 April 2007, a draft Action Plan will be produced by CVS NL outlining five key objectives including:

- establishing VSPG (Voluntary Sector Partnership Group).

- ensuring the Voluntary Sector is consulted about Community Planning initiatives.

- ensure the sector can access all levels of the Community Plan and participate in its  

  processes.

- build the capacity of the sector to provide service through service level agreements

- enable the Voluntary Sector to develop services across the Community Planning  

 themes.

 

The chair thanked Kenny for this informative and positive presentation on the development of the Voluntary Sector Strategy for North Lanarkshire

 

The Board noted the contents of the NL Voluntary Sector Strategy and the draft Action Plan; approved the draft Terms of Reference for the Voluntary Sector Partnership Group; and noted the contents of the reports.
