Introduction
Cllr McCabe welcomed all to the meeting, particularly Graham MacKay, Head of Roads and Transportation, David McDove, Planning & Environment Department and John Walls, Strathclyde Partnership for Transport who would jointly give a presentation as the first item of the Agenda.
Item 1. Apologies
Apologies were noted from Nicky Munro, Scottish Executive, and Chief Superintendent Anne McGuire, Strathclyde Police.
Item 2. Minutes of the Last Meeting
These were agreed as an accurate record. Colin Sloey, NHS Lanarkshire, advised the meeting that Item 4 (Primary Care Services) in the previous Minutes should include reference to "Bellshill and Airdrie Resource Centres". In relation to Item 6 (NLP Information Sharing Group), David Smith, Strathclyde Fire & Rescue advised the meeting that this matter was being progressed in consultation with Stephen Fraser, from the Council's Chief Executive's Information and Research Section.
Item 3. Matters arising
CHP Development – the presentation previously delivered by Colin Sloey on CHP has been included on the Agenda of the Local Area Partnership meetings, as previously agreed.
2005 Monitoring Report – the indicators report is almost complete and the link to the report will be emailed to partner agencies when it is available on the website.
Item 4. Transportation – Development of the Regional and Local Strategies
Graham Mackay, Head of Roads and Transportation and John Walls, Strathclyde Partnership for Transport delivered an informative presentation on Transportation - Development of Regional and Local strategies (to request a copy, click on the Community Planning link at the side of this page). The main objectives of the strategy are to promote economic growth, promote social inclusion and improve road safety. 12 Councils make up the new Strathclyde Partnership for Transport comprising 20 elected members (3 from NLC and 3 from SLC) with 7 non-elected members.
The Regional Transport Strategy is currently being prepared with a timetable including consultation with Stakeholders (April/May and June/July 06); Options reporting (June 06); public consultation (Oct-Dec 06); final RTS approval (Feb07); Scottish Executive (April – July 07)
Cllr McCabe welcomed questions or comments from the Board.
It was agreed to consider future engagement with SPT and to write to SPT's Chief Executive to seek his views on the most appropriate level of participation in the work of NLP. It was also agreed that representatives from NLP contribute to the development of the Regional Transport Strategy on a Lanarkshire-wide basis as proposed by SPT. The development of the strategy will be an item on future Board agendas at appropriate points over the forthcoming months.
