Welcome
Councillor McCabe welcomed all to the meeting, particularly to David Collie, Jobcentre Plus, who was in attendance to receive a token of appreciation from the Board for his work and contribution over the years. David has transferred to a new post with Jobcentre Plus. Also welcomed to the meeting was Carol Dutch in attendance for Jim McGonigle, Jobcentre Plus.

Item 2. Minutes of the last meeting (14 November 2007)

Item 3. Matters arising
Citizens' Panel: The meeting was updated on the Focus Groups which had recently taken place over three evenings (6 Focus Groups in total). 31 people attended across the six meetings. A draft report on these events will be brought to the next NLP Board in January 2008.
Sustainability Review: This process is almost complete. Final recommendations on the sustainability review will be brought to the next NLP Board. Budget details for 2008/09 currently awaited with the financial settlement being announced on 13 December 2007. Thereafter, an analysis of the settlement will be carried out and a report will be submitted to the Council's Policy & Resources Committee and NLP Board in January 2008. For temporary employees within the Council whose posts are linked to ringfenced funding, it is not the intention currently that 90 days notices will be issued to affected employees – it is likely that extensions of one month (until April 2008) will be made.
Item 4. Developing our new Community Plan
The meeting was updated on progress with the development of the Corporate Plan and Community Plan. A number of activities have been undertaken to progress this including –
· Draft plans issued to Partners, NLP Officers' Group, Community Fora, First Stop Shops and libraries
· Posting both documents on the Council's website and staff intranet
· Advertisement in local press
· Focus Groups (x6) carried out in early December
· Presentation to NHS Locality Managers
Themed Working Groups/Indicators Template – Templates have been developed to support the work of the theme working groups. These have been distributed to the working groups who will determine and agree indicators and targets to allow partners to measure progress against outcomes. The timescale for completion of this is 14 January 2008.
Action Plans/Timescales – The meeting had previously heard that the timescale for completion of action plans and the review of supporting structures would be January 2008. Following discussion with some themed working groups and NLP Officers' Group, the proposed timescale for completion will now be end February 2008.
Sustainability checklist – Support to the working groups will be provided to carry out this exercise and supporting information will be issued with templates.
The draft final Community Plan and Corporate Plan will be submitted to the NLP Board at its meeting on 23 January 2008.
