Councillor Smith welcomed all to the meeting, particularly;  Caroline Scott, Strathclyde Police, who is the new Divisional Commander replacing Anne McGuire; members of Youth Buzz (Moshan Akhtar, Chris Tollan, Gayle Campbell and Kirsten Campbell);  and, Fiona Swift, Housing & Social work Services.

 

Item 1. Apologies

 

Apologies were noted from Councillor Jim McCabe; and Colin Sloey, Ken Corsar, Tim Davison, NHS Lanarkshire.

 

Item 2.             HMIe Inspection of services to protect children in North Lanarkshire

 

Fiona Swift, Housing & Social Work Services advised the Board that a multi-inspection of child protection services would be carried out during February-March 2008.  This is a new process developed to ascertain how well children and young people are protected.  The process will be undertaken by 10 inspectors and Fiona summarised the timetable for the inspection, i.e.

 

25th Feb 2008 – case file analysis (randomly selected case files in advance of the inspection)

 

10th -20th March 2008 – fieldwork phase (this will include observational visits/focus groups/interviews (with managers, service users, elected members). Those involved have been selected and notified.

 

22nd April 2008 – verbal feedback from inspectors to Chief Officers and Senior Managers (there will be an opportunity to challenge any decision made).

 

(end) May 2008 – draft report issued (to ensure accuracy, amendments to the draft can be requested).

 

(mid) September 2008 – publication of final report

 

Fiona also summarised the scoring system used as part of the self evaluation process.

 

A full report will be available within (approximately) 12 weeks of completion of the inspection - a joint improvement plan will be produced on the basis of the report.

 

The Board noted the content of the report and agreed to a progress report being made available following the inspection.
