Summary

What is the aim of the function, policy or service?

  • To maximise attendance at work, support better health, attendance and performance of our staff. The policy provides a framework for reference for managers, employees and trade unions.

What is the result / recommendation of the Impact Assessment? i.e. Introduce/ modify / pilot / or no modification required.

  • Introduce the revised policy

What impact does it have on groups and individuals in relation to equality legislation?

  • It sets out our approach to maximising staff attendance at work; emphasises manager's and employee's responsibilities and provides guidance for mangers in dealing with sensitive absence cases.

How did you consult / involve?

  • Consultation has taken place through the recognised trade unions and employee forums in February 2008 with the consultation period ending on 13 February 2008.

What issues were raised?

  • Many of the concerns of the trade union side and the employee forums have been alleviated through further discussion and clarification and the wording of the policy was adjusted to accommodate many of their requests. Where we were not able to accommodate some of their requests, justification was provided. Many of the concerns from the trade union side and the employee forums lie in the application of the current sickness absence policy. The revised Managing Attendance Policy is not intended to cover all situations, but is there to provide a framework for reference. This is supported by a guidance note and also through training for line managers in the application of the policy.

What is the recommendation for function / policy / service? (include real timescales)

  • Introduce revised policy. Approved at Policy and Resources (Human Resources) Sub- Committee on 4 March 2008

Date of assessment: April 2008.
