Blue European Parking Badge for people with disabilities - Roads & Transport

This scheme provides a national arrangement of parking concessions for people with disabilities who travel either as drivers or passengers. The scheme used to operate with an orange badge, but this was replaced with the blue badge in April 2000, in order to unify the scheme across all european countries. If you still have an orange badge, this will be replaced by a blue one when it is time to renew your existing badge. You can be issued with a badge for a maximum of three years, although it may be less than this.

To qualify for a blue badge you must meet one of the following criteria which automatically entitles you to qualify:

  • Receive the high rate of the Mobility Component of the Disability Living Allowance.
  • Receive a War Pensioners' Mobility Supplement.
  • Use a motor vehicle supplied for disabled people by a Government Health Department.
  • Be registered blind.
  • Have a severe disability in both upper limbs, regularly drive a motor vehicle but cannot turn the steering wheel of a motor vehicle by hand even if that wheel is fitted with a turning knob.

If you do not meet the above criteria, you may still apply for a badge under the discretionary criteria. To do this, you must have a permanent and substantial disability which means you are unable to walk or have very considerable difficulty in walking. In order for the department to determine whether you qualify under this criteria, you will have to supply some information about your medical condition from your GP, and you may require to be assessed by an occupational therapist.
