Since 2006 North Lanarkshire Council has carried out a programme of consultations to record and map a system of Core Paths which provide everyone with sufficient and reasonable access throughout North Lanarkshire.
The production of this Draft Core Paths Plan fulfils the council's statutory obligations under Sections 17 and 18(1) of Part One of the Land Reform (Scotland) Act 2003.
This report sets out the methodology and rationale that has been used to identify and prioritise all of the paths within this plan, which have been identified through consultation and agreement with local communities; land managers; user groups and public agencies, that all share a common interest in outdoor access within North Lanarkshire.
The development of this plan has also been informed by the guidance and advice set out in:
-
The Scottish Executive's "Part One of the Land Reform (Scotland) Act 2003 Guidance for Local Authorities";
-
The Scottish Government's "The National Standards for Community Engagement";
-
Scottish Natural Heritage and Paths for All Partnership's "Core Paths Plan - A Guide to Good Practice";
-
Scottish Natural Heritage "Scottish Outdoor Access Code."
