Community Arts Service Evaluation - 3.0 Methodology

3.1 Selection Process

There were 29 members of the public selected to participate in the evaluation exercise. The research involved the completion of questionnaires, which were broken down into five categories. These are:

  • Outside the building
  • Inside the building
  • Staffing
  • Community Arts Classes
  • Overall experience

The questionnaires contained statements that were structured to assess how high standards were on certain aspects of the service, for example "Staff are polite and courteous" or "Toilet areas are clean and tidy".

3.2 Evaluation Criteria

This consultation exercise will be reviewed in terms of the following:

  • An adequate response rate is required in order to be a representative sample.

  • Was the exercise undertaken using in-house resources and within budget?
  • Did the exercise meet the desired objectives as set out in the first section of this report?
  • Did the research represent value for money?
  • An overall evaluation of the approach.

3.3 Results of Evaluation

3.3.1 Response Rate

29 questionnaires were sent out to those who participated in classes provided by the Community Arts section. Of these 29, 18 were returned. This represents a 62% response rate.

3.3.2 Cost of Exercise

The exercise was undertaken using in-house resources. Most costs associated with the survey were staff resources. The only additional costs incurred were for printing the questionnaires, freepost envelopes and mailing out to the participants.

3.3.3 Research Objectives

The survey met the research objectives set.

3.3.4 Value for Money

Internal resources were used, thereby eliminating the cost of using external consultants and keeping the overall cost of the consultation exercise to a minimum.

3.3.5 Overall Evaluation of the Approach

The number of returns (18) from the Community Arts evaluation exercise is considerably high, allowing an analysis of a representative sample of service users. However, the majority of the returns stated that they attended an Art Class, which eliminates an evaluation of other classes provided by Community Arts. Overall, significant returns were received for the survey at minimum cost to the department. Therefore, the exercise was effective and also represents value for money.
