National priorities – outcomes, performance measures and quality indicators

The national priorities team are reviewing the outcomes, and associated performance measures and quality indicators as listed below. They have consulted with staff in education authorities, asking for their suggestions on how they can be modified in the light of our experience in using them and with reference to the Curriculum for Excellence. As this edition goes to the printers, we are awaiting the revision from the Scottish Executive Education Department based on the outcome of their consultation.

National priority one

 Outcome 1: Raised standards of educational attainment for all, especially in the core
                        skills of literacy and numeracy

1.1.A % of combined P3, P4, P6 and P7 rolls meeting or exceeding the appropriate 5-14
           level for their age in reading, writing and maths
1.1.B % of S2 who have met or exceeded level E in reading, writing and maths, by end of 
           S2
1.1.C % of the original S4 cohort who, by the end of S6, have attained SCQF level 3 or 
           better in English and Maths
1.1.D Whole school targets set for pupils with Individualised educational programmes 
           (IEPs)


 Outcome 2:  Improved examination results or other measures of improvement      

1.2.A  % of original S4 cohort who, be end S6, have attained 5+ awards at SCQF level 3 
            or better (3 year average)
1.2.B  % of original S4 cohort who, by end S6, have attained 5+ awards at SCQF level 4
            or better (3 year average)
1.2.C  % of original S4 cohort who, by end S6, have attained 5+ awards at SCQF level 5 
            or better (3 year average)
1.2.D  % of original S4 cohort who, by end S6, have attained 1+ awards at SCQF level 6               or better (3 year average)
1.2.E  % of original S4 cohort who, by end S6, have attained 3+ awards at SCQF level 6              or better (3 year average)
1.2.F  % of original S4 cohort who, by end S6, have attained 5+ awards at SCQF level 6
            or better (3 year average)

National priority two

Outcome 1:  Continuing professional development of teachers' skills

2.1.A  A Recognition that monitoring arrangements are already in place nationally and                   locally. No additional measure will be introduced. Local authorities expected to
            report on local progress and local targets in relation to CPD.

2.1.B  Quality Indicator 6.6 from How good is our school? 2– Staff development 
            and review


Outcome 2:  Increased self-discipline of pupils

2.2.A  Levels of attendance
2.2.B  Number of days lost per 1000 pupils through exclusion. Local targets can be set
           (optional)
2.2.C  Number and % of pupils participating in buddying, mentoring or similar schemes to 
            be locally defined as appropriate
2.2.D  Quality indicator 5.1 from How good is our school? 2- Climate and relationships


Outcome 3:  Enhance school environments which are more conducive to teaching and learning

2.3.A  Pupil:adult ratio in primary schools
2.3.B  % of schools (primary and secondary separately) classified as Health Promoting 
           Schools
2.3.C  % of schools (primary and secondary separately) with quality award or applying a 
           quality model
2.3.D  Quality Indicator 6.1 from How good is our school? 2 – Accommodation and 
            facilities (report to include the number of schools with support bases)
