Statement of education improvement objectives

2006 to 2007 is the third year of the Education Department's current four year planning cycle. In the past, each round of improvement planning lasted three years, but to be consistent with the council's corporate planning, we have extended this to four. Our priorities, now called planned improvement actions, which we identified through consultation in 2003 will therefore run for an extra year.

Our Service Improvement Plan has been approved by Education Committee and includes these planned improvement actions. The full plan also includes detail of our major strategic issues as well as progress reports for 2005-2006 and key actions for 2006 to 2007 and 2007 to 2008.

This summary document reflects our statutory obligation to produce a local education improvement plan based on the National Priorities. It is now also incorporated into the annual update of the Integrated Children's Services Plan which we submit to the Scottish Executive each April.

The Council's key aims within the priority theme, Encouraging Lifelong Learning, provide the framework for our service. These key aims reflect our on-going commitment to continuing improvement to services and performance. These are:

  • To improve the learning system
  • To raise achievement
  • To support social inclusion
  • To improve people's prospects
  • To support community learning and development

We have grouped our planned improvement actions under each key aim. This forms the Department's improvement agenda for 2004 to 2008.

Gaelic medium education

We continue to meet our targets and this remains a priority. Our priorities for 2006-2008 are to:

  • Review policy in the context of the Gaelic Language Act, the guidance issued under section 13 of the Standards in Scotland's Schools etc Act 2000 and the HMIE report on Gaelic medium education;
  • Strengthen links across the three programmes in Early Years, Primary and Secondary and with parents;
  • Extend Gaelic medium provision at secondary level, particularly on-line provision; and
  • Enhance cultural and music activities and international links.

Equal opportunities

We have published our Race Relations policy on the web-site, completed a summary for establishments and are preparing departmental procedures for staff. We have started assessing policies and functions for relevance to the Act and have begun the impact assessment process. We have also held seminars and training sessions for responsible staff.

Sustainability

We have identified the need to involve young people in finding solutions to the challenges of sustainable development. The Eco Award scheme will continue to be the main way to engage schools and young people with the concept of sustainable education. Already within North Lanarkshire, more nurseries, primary and secondary schools are actively involved in the Eco Schools programme than in any other authority in Scotland.

Education 2010

We are committed to refurbishing schools and to carry out the priorities identified in our Estate Management Plan. 10 projects are already underway and are due to be operational by October 2006. These are:

  • one primary school and nursery centre shared campus;
  • four primary shared campuses;
  • one primary shared campus including a public library;
  • two individual primary schools; and
  • two individual secondary schools.
