Overview of the Policy

North Lanarkshire is one of the largest local authorities in Scotland.  It is also one of the most deprived areas, due to the decline of traditional industries over the years.  Although the Council's efforts to revitalise the local economy and to promote social inclusion are paying off, there is still a long way to go before the communities of North Lanarkshire are as prosperous as they should be.

Children and young people in North Lanarkshire are amongst the most talented you'll find anywhere.

They work hard and do well at school, but sometimes don't reach their full potential. It's difficult to be positive and to believe in yourself if there's no expectation you'll do well, if no one in your family has gone on to further education, if hardly anyone in your street has a job.  Examination results bear this out, with North Lanarkshire students still performing below the national average, despite some remarkable success stories.

Here is a link between deprivation and underachievement, a link that must be broken if we are to give our young people an equal chance to succeed. We must discover a way of challenging and enabling young people and adults to achieve whatever they are capable of achieving, irrespective of background, gender, race or levels of ability or disability.  For this reason the education department has adopted as its motto Aiming Higher, and has identified Raising Achievement For All as its key policy direction.

The policy helps us to clarify what we mean by achievement, and to focus on what we need to do - students, parents and teachers together - to raise achievement in North Lanarkshire.
