1. What is an education maintenance allowance (EMA)?
1.1 Education maintenance allowance (EMA) is a weekly payment of up to £30, paid directly to young people who stay on in education after reaching the statutory leaving age. Young people may also receive bonuses of £150 if they continue to attend and make good progress with their learning. Bonuses will be paid in January and at the end of the school session.
1.2 The scheme is being phased in. It started in session 2004-2005 and will be fully implemented by session 2007-2008.
1.3 This document describes the conditions, which must be met for entitlement to EMA payment. All applications will be individually assessed to determine whether or not the applicant is eligible.
2. Making an EMA application
2.1 Application forms are available from all secondary and special schools in the first instance. If schools have none available they may be obtained from the EMA section. The guidance notes should be read carefully before completion of the application form. Help with completing the form is available from school staff or the EMA section at Learning and Leisure Services. Completed application forms should be sent to the EMA Section, Learning and Leisure Services, North Lanarkshire Council, Municipal Buildings, Kildonan Street, Coatbridge, ML5 3BT.
2.2 Applicants who were born between 1 March 1988 and 30 September 1991 will be eligible to apply for support for the full academic year. Provided that the application has been received by 30 September 2007, the award will be backdated to August 2007. Applications received from 1 October 2007 onwards will be payable from the date of receipt.
Applicants who were born between 1 October 1991 and 29 February 1992 will be eligible to apply for support from the start of the January term in 2008. Provided that the application has been received by 29 February 2008, the award will be backdated to the start of the term. Applications received from 1 March 2008 onwards will be payable only from the date of receipt.
3. When to apply
Applications should be submitted by 30 June 2007 by any student entitled to support for the full academic year in order to ensure that the award is in place for the start of session in August 2007. Applicants who are entitled to apply for support in time for the January term can submit their application from November 2007 onwards. The final deadline for submission of applications is 31 March 2008. Applications received after that date will not be processed.
Applicants are required to provide documentation in support of their application. Where these are not readily available, applicants are advised to submit an application form. This will be logged and any award will be backdated to either the start of term or the date received. Awards will not be made until all relevant documentation has been received.
Students who remain in full time education for a further term may be eligible for a future EMA award. A fresh application must be submitted each year.
