Project Team & External Advisers

The Council set up a dedicated project team to manage the Education 2010 PPP Project in terms of specification and procurement and this team is pivotal to all aspects of control and co-ordination for the project. Coming within the Commercial Partnerships Unit under the Assistant Chief Executive, the team comprises practitioners from education, community and commercial. The project team was supported when necessary by staff nominees from the legal, financial and planning departments and external advisors from the financial, legal and technical professions.

Located at a discrete project office in Chryston, the project team is responsible to the Project Board and liases on an ongoing basis with all relevant departments and facilitates feedback into the project team from focus groups advising on areas of specialisms that will be encompassed by the project. 

The Project Board is made up of members of the Council's Corporate Management Team who have a direct association to the project as either client or support department. This is supplemented with other key officers associated with the project representing client interests. The Council's Chief Executive chairs the Project Board.

There are two other constituted groups associated with the project, a Member / Officer Working Group and a Trade Union Strategy Group. The Member / Officer Working Group acts as sounding board thereby allowing elected member understanding and scrutiny of the ongoing PPP process. The Trade Union Strategy Group has been constituted to act as the principal link between the project and the unions as well as providing a medium to involve unions in relevant strategy decisions thereby meeting the Council's obligations to the STUC/Scottish Executive Protocol on workforce matters.
