The ITN (Invitation to Negotiate) documentation sent to bidders consists of four volumes. The general outline of the contents of these volumes is described below:
Volume 1 - General Instructions to Tenderers
Summary of Council's objectives and requirements. Summary of legal, financial and management issues and requirements. Bid submission requirements, due dates and evaluation process. Description of transferred services.
Volume 2 - Project Facilities - Technical Requirements
Design objectives and requirements. Individual project details and possible construction programme. Core performance and accommodation requirements.
Volume 3 - Facilities management - Service Requirements
Interface protocols required. Services requirements. Core times, availability and performance standards.
Volume 4 - Standard Scottish Schools PPP Contract Agreement
Full contract requirements and obligations. Contract monitoring procedures. Payment mechanisms.
The project scope for this ITN consists of seventeen project facilities detailed under Project Proposals.
