Pre-qualification process for North Lanarkshire Council's Education 2010 Project

North Lanarkshire Council is embarking on a major procurement process to implement its Education 2010 Project. This project has been advertised in OJEC (Reference: 2002/S 194-153237).

The project is considered suitable for the Private Finance Initiative (PFI) or an alternative Public Private Partnership (PPP) and represents a major investment in North Lanarkshire Council's educational estate. The successful services provider will be required to design, build, finance and operate services in respect of assets which are required to deliver education, recreation and support services to the community. Subject to the outcome of the statutory consultation process, it is anticipated that the contract will comprise 15 discrete projects across a range of facilities from single school developments to joint campuses in both the primary and secondary sectors. The majority of projects will be new build construction with the remainder being a combination of refurbishment and new build extensions. Facilities are to be available from the summer of 2005 onwards. It is likely that the contract will be operational for 30 years.

Applications for further information were invited from suitably experienced/qualified companies or consortia that wish to be involved in the project. An Information Memorandum incorporating further information and the Pre-qualification Questionnaire, relating to economic and financial standing, technical capacity and ability, was sent to each applicant submitting an expression of interest.

The closing date for pre-qualification was Friday noon 15 November 2002.  Following evaluation, three bidders were shortlisted.  These were Alpha Schools (North Lanarkshire) Ltd, Balfour Beatty Capital Projects Ltd and Pinnacle Schools.
