Having concluded the evaluation of the bidders' proposals for the Education 2010 PPP project, the Council submitted a report to the Scottish Executive for approval as required by the conditions of funding for the Education 2010 PPP project. This report, called a Pre-preferred Bidder Key Stage Review, was examined by the Scottish Executive's advisers to ensure that all key commercial aspects of the project proposals had been properly considered before the council could progress negotiations with a preferred bidder. In parallel, a Special Education Committee, a Special Community Services Committee and the Policy and Resources Committee met on 20 April 2004 and approved a number of recommendations made as a result of the outcome of the evaluation process for this project. The committee approvals were subject to the outcome of the Scottish Executive's Key Stage Review and the submission of a further report to the committees after this Key Stage Review will be necessary.
The specific council recommendations, of general interest, on the outcome of the evaluation process were:
- that Balfour Beatty Capital Projects Limited (BBCPL) was selected as the preferred bidder.
- that the council selected BBCPL's full new build solution with the addition of sprinkler systems as the best value option.
- that the cleaning services are provided by BBCPL's preferred supplier for the purposes of the Pre-Preferred Bidder Key Stage Review, pending the conclusion of a full value for money review on the options for cleaning services prior to financial close.
The Council obtained pre-preferred bidder key stage review approvals from the Scottish Executive for the Education 2010 PPP Project which meant the council was able to progress to the next stage of the procurement process with a single preferred bidder. That preferred bidder was Balfour Beatty Capital Projects Ltd (BBCPL) and subsequently the deal reached Financial Close and signed with them on 8 June 2005.
