In response to needs, North Lanarkshire Council developed its visionary Education 2010 project to upgrade the entire school estate to meet the challenges of education into the 21st century. Entering into a public private partnership (ppp) to deliver part of the school estate upgrade is one of the key components of this ambitious programme. New ways of delivering services through the use of a commercial partnership concept was seen to bring mutual benefits and enables the private sector to understand and appreciate more clearly our needs and aspirations. In return this would give the council direct access to the knowledge and expertise of suppliers, constructors and designers. As a result, the Education 2010 PPP project was set up and the project was successful in securing for the council in June 2005 a private sector partner, Transform Schools (North Lanarkshire) Limited, to design, build, operate and maintain 17 school and community projects.
