Education 2010 Background Information

Introduction

The Education 2010 programme, unveiled by North Lanarkshire Council has three key themes:

It is about raising achievement and morale by improving the quality and design of our school buildings. By the year 2010 we aim to have upgraded all our schools thereby creating the best learning environment for all our young people. The project is being funded through our capital and revenue programmes and also by an allocation of level playing field support amounting to £10.74 million per annum from the Scottish Executive.

It is about recognising that learning in the community does not end at 18. It is our intention to provide enhanced facilities and access for the community through Education 2010. This will improve lifelong learning thereby enabling everybody within the community to realise their full potential. It is about creating opportunities to acquire new skills, build self-confidence and secure employment or training.

It is about fully engaging the residents of North Lanarkshire in cultural, recreational and community life. Too often in the past school buildings closed their doors at the end of the school day thereby depriving the community of a valuable resource. Through Education 2010 we wish these new buildings to be seen as pivotal to community life by providing a resource that can be used at all times for leisure and community activities.

The partnership process that is now part of everyday working practice has the potential to make a significant impact on the delivery of Education 2010 which in turn will benefit all residents of North Lanarkshire over the next 30 years. We believe that a close relationship with the private sector will deliver our vision of Education 2010.

Project Rationale

The Education 2010 PPP project has a long-term strategic basis as determined by the comprehensive analysis of current school provision and future needs undertaken by the Council. Consideration has been given to ensuring more efficient use of the Council's assets and proposed specifications have taken account of continuing curricular changes, for example by anticipating flexibility in design principles. Education 2010 PPP project is to be a bundled package based not only on a range of long-term educational needs, but also on the co-ordination of education and community services.

Project Objectives

The more detailed objectives of Education 2010 are noted below.

  • To raise achievement in education and learning
  • To provide educational and community facilities of the highest standards functionally and architecturally allowing scope for innovation, creativity and sensitivity to the local environment;
  • To deliver to those facilities a range of associated services which will perform consistently to agreed standards;
  • To ensure that solutions are affordable and provide value for money;
  • To provide accommodation which is sustainable, flexible and adaptable to meet both current and future developments in the curriculum and technology;
  • To ensure there are no access barriers to any areas of the school or the curriculum;
  • To take account of population change;
  • To maximise community use of the facilities and to incorporate other council services where appropriate; and
  • To ensure that there is minimal disruption to the work of schools during the project.
