North Lanarkshire has established a Traffic Count Surveys programme called TRACS to monitor vehicle levels on the Council's road network. |

Using equipment and software supplied by Counters & Accessories Ltd., the system utilises the latest GSM (Global System for Mobile Communication) technology to communicate with the North Lanarkshire Council Cordon sites and downloads the data collected instantly.
The North Lanarkshire Council Cordon has 12 'A-class' route sites and 15 'B-class' sites linked to the GSM system, .
A further 8 'Town Centre' cordons were installed between 2006-2008. A site numbering system has been introduced so that each site will have a unique reference number, which can be used to retrieve the appropriate data.
In total North Lanarkshire Council now has 89 traffic count sites, and 8 bicycle count sites.
It is also proposed to introduce a TRACS database to register manual traffic counts prior to collecting the data. This will allow every count undertaken by the Council to be imput into TRACS.
The Numbering system and software will allow for a variety of data to be introduced into the system including:
- Scottish Executive's trunk road data, including the annual census data;
- Strathclyde Police's Numetrics count data for the past 3 years and future count data using newly developed conversion software;
- Strathclyde Police's data collected at the speed camera locations;
- Temporary sites (Tube counters);
- Manually surveyed traffic counts, which will be inputted via a Microsoft Excel spreadsheet and;
- Consultant's data collected on behalf of the Council.
Data collected from these sites will be available for developers to purchase from the Council. This is likely to be at a lower rate than the cost of obtaining this data from other Companies.
Developers will be asked to produce a Traffic Assessment for new developments. A full Traffic Impact Assessment is likely to be required for larger proposals. Traffic data may be available for the roads in question and the Council will provide the information to any interested party at the Council's set rates.
The Council may be able to offer a data collection service for some smaller counts for Businesses, if the data is not available within TRACS. There will be a cost for this service and rates will be agreed at the time of your enquiry.
